Possibilities

I am not an expert on wooden moulding planes, I am not even an amateur with them. But, I believe you could recreate the profile using a combination plane and several different profile cutters. Old Stanley 45 and 55 planes are pretty pricey, but the Sargent 1085 can be found complete at reasonable prices on eBay from time to time. The Sargent is a copy of the Stanley with improvements in cutter attachment. I will look at my combination plane cutters and determine if it can be done.

If you are not committed to using hand tools, a combination of router bits could also achieve a good result, albeit with much more noise. I have recreated moulding a for our historic 130 year old home using a router table and table saw before I became interested in antique hand tools. In our area, Alexandria, VA, the local lumber dealer, Smoots, has been around forever and has a vast array of original moulding cutters for historic homes to reproduce moulding. Unfortunately, they did not have out profile.

Here are a few pictures of the results.
